Does anyone have experience with both Cogent and Hurricane Electric as upstream providers?
If so, how would you compare the two? Mostly concerned about their networks, but info on dealing w/ both companies would also be useful.

Have used both extensively in the last 10 years or so.
Both are what carriers would call "cheap bandwidth", meaning that their routes are usually optimized for their own convenience, rather that for their client's benefit.
As an example, HE will advertise that they peer directly with almost every one else - which is untrue - to favor all of your traffic flowing through them instead of your other peers.
Having said that, if you are not planning of using BGP anytime soon, then both are fine to use. Cogent used to have very crappy quality and support, but they have come a long way in the last 5 years and now offer one of the better carrier support.
Again, depends on what you will be doing with tthe bandwidth: are you an end user, or building a network with redundant upstreams?
