Is there a way to add &safe=active to any url that contains www.google.com using the Edge-Lite router? I am needing this to force google safe search on for all devices on my network.

Basically no, because google defaults to https and you cannot intercept that in the middle. You would have to have some kind of non transparent proxy setup to make this work. That said, you can add extra modules to do some proxy work to ER stuff, but I would get a dedicated piece of hardware for it.
Also will that even matter? What does google do if you have multile options (liek a user trying to get around it).
I just tested that.. Google honors the LAST one in the URL.
Note how they are both "safe=off" in the begining of the URL.
