DHCP service on WAN connection?

My main router is configured to be on the 172.16.16.1/24 connection.

I connected another ER-X to connect to the main router. Used the Wizard to configure load balancing. with the following settings.

ETH0 - WAN DHCP

ETH1 - WAN PPOEE as failover (currently nothing connected)
ETH2-4 - Switch0 with DHCP service offering 172.16.31.0/16

 

What I found is that my devices connected to my main router are getting DHCP services from the second ER-X in the DHCP scope.

the 172.16.31.0/16 network overlaps the 172.16.16.0/24 network ... change the address scheme.
