It's a "stable candidate" release which might or might not be the final release.  It's close by but not all there yet.

Last minute bugs might show up, which will prevent it from getting the final release stamp, being replaced with eg. "5.7.29 stable candidate release"

Should you install a stable candidate?  That's up to you.  Some people install very early beta versions and are happy with them, others like to wait until more errors are polished out.  It's unlikely a stable candidate is going to give you big headaches.

That being said, people still on 5.7.x could be quite the conservative ones, as 5.8.22 stable candidate is also already available.
