I have a Motorola SB6121 modem plugged into WAN1 on my USG Pro. I get no link light on the WAN port or on the modem and cannot pull a public IP or get online. However, when I plug my PC directly into the modem, I am able to get a public IP and internet connectivity. I have tried resetting and power cycling both units and checked to confirm that my cable is good. Is there some additional step you have to do to activate the USG Pro? I've set up plenty of regular USGs and never had this issue.
