Failover Issue

We're having an issue with load-balancing. Basically, when we have both WAN interfaces plugged in, the watchdog says both are down. Disabling an interface or unplugging it clears up all ping drops coming in on the WAN. Even though both interfaces say they are down, outbound pings from the Edgerouter flow fine. Disabling either of the connections does not change the status of the interface in the load balance group. Traffic will flow outbound through both interfaces. Inbound only stops dropping packets if one interface is disabled.
