I need a simple way to determine my best or bad latency based on my ISP

Just chiming in... I am on 5.10.12 and have:  ISP Load: Poor

 

Utilized: 138kbs/844kbs  42ms 

 

From an overall 100Mbps/10mbps pipe.

 

I have the correct speeds input in Site -> Provider Capabilities

 

Something is certianly off.  Smart Queues perhaps?
