All traffic inbound is blocked by default. To allow traffic inbound, you need to create a port forward, which will create the firewall rule for you.

 Right now it seems everything is working and going through the edge routerx. I dont notice anything being blocked.

I'm trying to block it all down since this is a NVR and just want to allow notifictions to be sent out.

the NVR is IP of 192.168.5.27 and its a windows VM

There's the problem - you are on the Unifi forum which covers the Unifi Security Gateway. EdgeMAX products are on the EdgeMAX forum.

Just post a new one over there. But either way, it's the same concept no matter what firewall you are using.
