I am having this same issue with our brand new usg pro 4. We have a 50/50. Fiber connection and the auto negotiate is defaulting to half duplex. The download is fine, but the upload maxes out around 15mbps. What do I need to do to get this adapter?

we would be interested in receiving an inline adapter since Verizon for some reason now requires us to use 100MBit full duplex to connect to the new Canoga fiber router. How do we go about receiving the inline adapter?

What is the make/model of the inline adapter, or is it not a commercial product that you can buy?
I would like to know for another problem I am working on. Nothing to do with an USG Pro4.

We have had the same problem and made a work arround just using 2 ports on one of our UBNT UniFi Switch 24 POE-250W units.
First make a VLAN ont the switch, we have used VLAN2 for this (see screenshots). Configure ie port 1 and 2 on VLAN2, so the is no connection anymore to the other switch ports. Set port 1 to 100MB Full duplex (that what our ISP requires). Set port 2 to ie auto.
Connect your ISP modem to port 1 of the UBNT switch and port 2 to the WAN1 port of your UBNT Security Gateway Pro4.
This solution got our speed from arround 10Mb close to the ISP speed of 100Mb up and down.
Now awaiting a permanent solution form UBNT!

I just set this up for my USG 3 on the config.gateway.json and it seems to work properly. But is it something I should be worried about? Can I trust the settings in the config.gateway.json to always work?
