We are doing a slow rollout of 3.10.0. This simply means that not all of the upgrade methods will be available right now. Updating through the apt repository and through the web interface will be available in coming weeks. For now, if you wish to upgrade, you will need to manually download the appropriate package for your operating system and install it.
