I have 13 AP's, 1 UAP-AC-PRO, 1 UAP_LR and 11 UAP-PRO.
I have been able to update all AP's from Controller except one of the UAP-PRO.
The first time I tried to upgrade the one I have problem with, it actually downgraded from 220.127.116.1187 to 18.104.22.16830.
I have tried to upgrade from Controller, CLI and Custom upgrade, but it never updates, it stays on 22.214.171.12430
I have tried to install different older firmwares (newer than 126.96.36.19930) same result.
I have checked the /tmp folder for old .bin files but there are none.
Any ideas how to proceed?

remove the https and use http instead
Links are all HTTPS. This assumes your device(s) are currently running at least 3.7.51, and that the device's date is properly set (i.e. it can reach a NTP server). If you encounter issues with the upgrade, or your device isn't on a minimum supported firmware, then you can change the link to HTTP before performing the upgrade.

Thanks for the suggestion, but I have already tried that with the same result, AP stays on same firmware (188.8.131.5230).
I also have reset the AP with button, and tried upgrading after that, no luck.
I have removed AP and then provisioned again, and tried upgrading after that, no luck.

I am having a similar issue with the UniFi Cloud Key controller. I hit the update button and it says it is updating but never really does. This is on all my APs. Maybe same issue?

Same problem here going from 184.108.40.20677 on the AP-AC-Pro and from 220.127.116.1124 on the AP-AC-v2 to current. Says updating from controller devices GUI and reboots but FW version not changed (at last as reported by GUI, will check from shell)

I now have tried to first download the new firmware locally to the AP and then run the upgrade locally.
Same result AP stays on 18.104.22.16830
I have looked in the logs I am aware of, but I can't find why it is not working.
