Yes the AP has to send broadcasts with lowest rate. Stations never send broadcasts as broadcasts as the first 802.11 address is always that of the AP.

 

In your case the AP is getting those broadcast or multicast packets over the infrastructure side of the network.

That is broadcast packets. They use more airtime as they are sent at lowest rates.

I observed the AP and it number was fixed for 10 seconds (then I closed the web page).
