Bullet AC IP67 power source

The bullet AC IP67 is specified to operate on 24 volts. Is that a maximum? Is there a minimum voltage under which it will operate? I want to operate this product from my sail boat 24 volt house system. Can anyone suggest or refer a step up product or POE that will produce 24 volts off a 12 volt system?
