Sorry, not even close.
This uses a small rubber duck omni antenna.
If you used it outdoors for WiFi, you could see 100 meters or so.
For a network the size you mention, you would need a large number of devices.

You can't 'broadcast' WiFi signals over a 1km range,
as you might with a 2-way voice radio. The effective
signal strength is much lower. As described, for an
omni antenna, expect good results in a 100m radius
circle in open terrain with no interference. Dave
